Faced with the climate emergency and the need to finance adaptation and resilience projects, Togo is mobilizing to better capture available funds from global mechanisms, notably the Global Environment Facility (GEF), the Adaptation Fund (AF), and the Green Climate Fund (GCF).

According to officials from these mechanisms, resources are indeed available, sometimes amounting to several hundred million dollars, but the projects submitted by Togo do not always meet the expected technical and structural requirements.

“There are enormous financial resources, but accessing them requires real technical expertise. A simple micro-project can benefit from 10 million dollars, while others can exceed 250 million,” explains Saliou Gaye Ndoye, climate finance expert and President of G2P.

The national focal point of the GEF, Komlan Awougnon, emphasizes the need to strengthen the technical capacities of national actors, both in project formulation and in understanding eligibility criteria.

“Access to these funds depends on the quality of proposals. Projects must be robust, based on solid data, a clear intervention logic, and a thorough understanding of each financial mechanism’s priorities,” he points out.

He also calls for improved institutional coordination to ensure coherent proposals aligned with national needs and capable of convincing donors.

To address these gaps, training and support sessions are currently underway, with the support of international experts.

The goal is to strengthen Togo’s leadership in international climate negotiations and enable the country to better navigate the submission procedures for multilateral agreements.

With this new momentum, authorities hope to increase their share of global climate financing and thus accelerate the implementation of large-scale projects for adaptation, energy transition, and community resilience.
