Overview
In a context of territorial transformation, the Municipal Development Agency (ADM) engaged G2P to support two strategic areas: (i) its positioning within international environmental governance to strengthen its access to climate financing, and (ii) the creation of a municipal financing and guarantee fund to benefit local authorities.
Our approach
G2P proposed an integrated and progressive approach over 24 to 36 months including: an assessment of existing frameworks, structuring an accreditation strategy (observer status, GCF readiness), establishing an institutional and legal framework (safeguards, gender), as well as an international benchmark of local fund models. The team designed a comprehensive roadmap from resource mobilization to the operational implementation of an autonomous fund.
