Overview
In a dynamic of territorial transformation, the Municipal Development Agency (ADM) requested G2P to support it on two strategic axes: (i) its positioning in international environmental governance to strengthen its access to climate finance, and (ii) the creation of a municipal financing and guarantee fund for local authorities.
Our Approach
G2P proposed an integrated and progressive approach over 24 to 36 months, including: an evaluation of existing frameworks, the structuring of an accreditation strategy (observer status, GCF readiness), the establishment of an institutional and legal framework (safeguards, gender), as well as an international benchmark of local fund models. The team designed a comprehensive roadmap ranging from resource mobilization to the operational implementation of an autonomous fund.
