
In the face of the climate emergency and the need to finance adaptation and resilience projects, Togo is mobilizing to better secure available funding from global mechanisms, including the Global Environment Facility (GEF), the Adaptation Fund (AF), and the Green Climate Fund (GCF).
According to officials from these mechanisms, resources are indeed available, sometimes amounting to hundreds of millions of dollars, but projects submitted by Togo do not always meet the expected technical and structural requirements.
“There are enormous financial resources, but they require real technical expertise to access them. A simple micro-project can receive 10 million dollars, while others can exceed 250 million,” explains Saliou Gaye Ndoye, a climate finance expert and President of G2P consultancy.
Komlan Awougnon, the national focal point for the GEF, insists on the need to strengthen the technical capacities of national stakeholders, both in project formulation and in understanding eligibility criteria.
“”Access to these funds depends on the quality of the proposals. Robust projects are needed, based on evidence, a clear intervention logic, and a perfect understanding of the priorities of each financial mechanism.””, he emphasizes.
He also calls for improved institutional coordination to ensure coherent proposals, aligned with national needs and likely to convince donors.
To address these shortcomings, training and support sessions are currently underway, with the support of international experts.
The objective is to strengthen Togo’s leadership in international climate negotiations and to enable the country to better navigate the submission procedures for multilateral agreements.
With this new dynamic, the authorities hope to increase their share of global climate funding, and thus accelerate the implementation of large-scale projects for adaptation, energy transition, and community resilience.
